New Federal Regulations and Proclamation-2010/2011


Here is a list of some of the proclamations and regulations issued by The House of People’s Representatives and The Council of Ministers respectively. This is not however, an exhaustive list of all the statutes. Given the problem of getting access to published laws, ( You have to go to Addis Ababa in order to know the law!!) these are the statutes I was able to obtain.

Remember, you may be able to travel a long journey to Addis simply to know the law, ( assuming you are a ‘super’ law abiding citizen)   but you are not able or allowed to buy all the laws. If you just ask why? this are some of the reasons.

  • You can only buy the hard copy of the laws promulgated during this current year. Statutes adopted before  2010/2011 are not available and even though available, the employees of the Berhanena Selam Printing Press who are in charge of selling statutes are busy.( I mean they say they are always busy!)
  • For those laws issued this year, you are not allowed to request for the purchase all the laws. One of the employees told me that since a VAT receipt has to be  prepared, it takes time to process and they don’t accept a request for bulk purchase. So, you have to select  some of the important ones and limit your request to four or five statutes.
  • There is a very funny announcement at the gate of Berhanena Selam Printing Press. It says ” the printer is too slow to print receipts. so we request our esteemed to customers to have patience!.” So,if  you lack patience, you will return to home empty handed. This is seriously funny. The country’s oldest and largest and even modern printing press has printer-problem?
  •     Should we still say that “ignorance of law is no excuse!?”

Anyways, Here is the list. I will try to scan the hard copies and makes them available in soft copy on this blog.
